Puerto Rico All-Inclusive Resorts: What Actually Exists

Puerto Rico gets searched like an all-inclusive island, but it really isn't one. Here is what you can actually book, which resorts sell meal plans, and when Punta Cana is the better call.

By VacationPro Editorial|November 5, 2026

Puerto Rico is one of the easiest Caribbean trips for Americans: no passport, US dollars, and short nonstop flights. So it's natural to assume it's full of all-inclusive resorts like Punta Cana or Cancun. It isn't. Puerto Rico has no traditional all-inclusive resorts that we could confirm are operating in 2026. What it does have is a handful of resorts that sell meal plans, dining credits and packages. This guide covers which ones, what they actually include, and when an all-inclusive in Punta Cana is the smarter booking.

Does Puerto Rico have all-inclusive resorts?

Not in the classic sense. No resort in Puerto Rico currently sells one rate that covers your room, every meal and unlimited drinks the way the big Punta Cana and Cancun resorts do. Search results that say "all inclusive Puerto Rico" are usually showing optional meal plans, food and beverage credits, or flight-and-hotel bundles.

A few resorts tried the full model in the past. El Conquistador in Fajardo and the Wyndham Grand Rio Mar in Rio Grande both launched all-inclusive packages in 2016, and Candelero Beach Resort in Palmas del Mar reopened in December 2018 billing itself as the island's only all-inclusive. None of those plans appear on the resorts' own websites today.

Why Puerto Rico skipped the all-inclusive model

Puerto Rico's hotel market grew up around San Juan nightlife, casinos and restaurants, not walled-off resorts. Old San Juan, Condado and Isla Verde are some of the best places in the Caribbean to eat out, and a meal plan would keep you from all of it. The rest of the island rewards leaving the resort too: El Yunque rainforest, the Luquillo beach kiosks, the bioluminescent bays and the lechoneras in the mountains near Cayey.

The Dominican Republic and Mexico built their beach tourism on all-inclusives decades ago, so their resorts compete hard on that model. Puerto Rico never did. It's the same reason Hawaii has almost no all-inclusives: the destination is the draw, not the buffet.

The Puerto Rico resorts closest to all-inclusive

These are the resorts worth looking at if you want meals bundled into your stay. Confirm exactly what is included when you book, because these packages change often.

Copamarina Beach Resort & Spa (Guanica)

Copamarina is the closest thing Puerto Rico has to an all-inclusive escape. It's a quiet, 104-room beachfront resort on the south coast near the Guanica dry forest and Gilligan's Island, about two hours from San Juan. The resort says it offers meal plans alongside its packages, and its current specials include a breakfast package at Las Palmas Restaurant. Recent guides describe a full plan covering breakfast, lunch and dinner with soft drinks, with alcohol extra. Ask the resort for current meal plan pricing when you book.

Wyndham Grand Rio Mar (Rio Grande)

Wyndham Grand Rio Mar is the best pick for food credits on the east coast. It sits between El Yunque and the beach, about 45 minutes from San Juan's airport, with golf, a casino and several restaurants and bars on site. The resort's current Dining Package includes a $100 nightly dinner credit through December 23, 2026, and its Endless Summer offer adds a $100 daily resort credit for stays through December 2026. Couples searching for a Puerto Rico honeymoon package should look at its Romance Package, which adds sparkling wine, breakfast for two and a 2 PM late checkout.

El Conquistador Resort (Fajardo)

El Conquistador is the best Puerto Rico resort for families, even without a meal plan. The clifftop resort in Fajardo has a water park with a lazy river and waterslides, a marina, golf, and boat access to its private beach on Palomino Island. It also has more than 20 restaurants and bars reserved for guests and members, so you will not run out of options. It used to sell an all-inclusive package, but the resort's current site lists no meal plan, so budget for meals separately.

Wyndham Palmas Beach & Golf Boutique Resort (Humacao)

This is the former Candelero Beach Resort, the property that relaunched as Puerto Rico's only all-inclusive in 2018. It's now a 107-room Wyndham boutique resort inside the Palmas del Mar community, with five restaurants and bars and 36 holes of golf nearby. Some listings still say it offers all-inclusive and room-only options, but Wyndham's own page does not mention a plan. Ask before you book, and don't assume meals are included.

Puerto Rico vs Punta Cana for an all-inclusive trip

Puerto Rico wins on convenience, and Punta Cana wins on true all-inclusive value. US citizens do not need a passport for Puerto Rico because it's a US territory, which makes it the easy call for last-minute trips or anyone whose passport has lapsed. Our Puerto Rico passport guide covers exactly what ID to bring. Punta Cana requires a passport, but it has dozens of genuine all-inclusives at every price point.

FAQ

Does Puerto Rico have all-inclusive resorts?

Not in the traditional sense. Puerto Rico has no resort we could confirm sells a single rate covering all meals and unlimited drinks in 2026, but a few resorts, including Copamarina, sell optional meal plans or dining credits.

What is the closest thing to an all-inclusive in Puerto Rico?

Copamarina Beach Resort & Spa in Guanica, which offers meal plans on top of the room rate. Wyndham Grand Rio Mar is the best option for dining credits, with a $100 nightly dinner credit package running through December 23, 2026.

What is the best resort in Puerto Rico for families?

El Conquistador Resort in Fajardo is the strongest family pick, with a water park, lazy river and a private beach on Palomino Island. It does not currently list a meal plan, so budget for food separately.

Do I need a passport to go to Puerto Rico?

No. Puerto Rico is a US territory, so US citizens can fly in with a valid government ID such as a REAL ID compliant driver's license.

Is Punta Cana better than Puerto Rico for an all-inclusive?

Yes, if a true all-inclusive is the priority. Punta Cana has dozens of resorts where one price covers meals and drinks, while Puerto Rico is built for eating out and exploring.

The Bottom Line

Puerto Rico is a great trip, but it isn't an all-inclusive island. If you want Puerto Rico for the beaches, the food and the no-passport convenience, book Copamarina for the closest meal plan experience or Rio Mar for generous dining credits, and plan the trip around the best time to visit Puerto Rico. If one price for everything matters more, a Punta Cana all-inclusive will stretch your budget further.
